农行杯第十九届世界象棋锦标赛竞赛规程

一、主办单位：世界象棋联合会

二、承办单位：国家体育总局棋牌运动管理中心、中国象棋协会、上海市体育局

三、协办单位：上海棋院（上海市棋牌运动管理中心）、上海市嘉定区南翔镇人民政府

四、比赛日期和地点：

2025年9月22日至27日（9月20、21日均可报到，28日离会），在中国上海举行。

五、比赛项目

（一）男子：男子团体、男子个人。

（二）女子：女子团体、女子个人。

六、参赛资格

（一）世象联各会员（会友）单位统一组队报名参赛。各队可报领队 1 人、教练 1 人、男棋手 2 人，女棋手 2 人、非华越裔棋手名额不限。

（二）棋手应符合世象联棋手代表资格条件。

七、比赛办法

（一）比赛执行《世界象棋规则》。

（二）每局每方基本用时 60 分钟，每走一着加 30 秒，不限着数，超时判负。

（三）男子个人采用积分编排制赛 9 轮：第 8 轮结束后

的前 2 名，进行冠亚军决赛，其他棋手进行第 9 轮积分编排赛。冠亚军决赛办法在补充细则中另行规定。

（四）女子个人组根据报名人数确定赛制及轮次，详见补充细则。

八、名次计算

（一）团体名次

男子团体和女子团体成绩根据同队成绩最好的 2 名棋手的个人名次计算，名次分和小者列前；如相同，则比较最好名次。参赛不足 2 人，不计团体名次。

（二）个人名次区分

1. 男子组如积分相等，则按以下顺序区分：对手分高者列前；直接对赛胜者列前；胜局多者列前；后手胜局多者列前；后手局数多者列前；强对手分高者列前；技术犯规少者列前。如仍无法区分，则比较上一轮成绩(名次)。

2. 女子组名次区分详见补充细则。

九、奖励办法

（一）男子个人、女子个人录取前8名。

（二）男子团体录取前8名、女子团体录取前6名。

（三）参赛队伍（人数）不足录取名次（含）的，按照 N-1录取。

（四）按照最新的《世界象棋联合会棋手技术等级标准》，授予相应技术等级。

（五）奖金（美元）

十、报名办法

（一）请各队于 8 月 15 日前将加盖协会章的报名表、本队所有人员身份证件资料、电子照片（照片文件名为：人员姓名）和航班资料电邮至世象联秘书处和组委会。

   十一、接待办法

（一）各队旅费、食宿费用自理。

（二）大会负担各参赛单位最多 3 位非华越裔棋手 3 天食宿费用（参照双人间标准）。

（三）组委会统一食宿安排在上海嘉定凯悦酒店。地址：上海嘉定区裕民南路1366号。组委会负责9月21日晚餐至9月28日早餐的食宿安排。如需提前抵达或延后离会，组委会可代为预定酒店，用餐自行安排。

（四）收费标准

1. 单人间：150 美元/人/天（1100 元人民币/人/天）；高级单人间 180 美元/人/天（1300 元人民币/人/天）；

2. 双人间：100 美元/人/天（700 元人民币/人/天）；高级双人间 130 美元/人/天（900 元人民币/人/天）；

3. 第三人入住，额外加 90 美元/人/天（650 元人民币/人/天）；

备注：各类型房间数量有限，届时组委会将根据实际报名情况分配住房。

4. 综合服务费：30 美元/人（200 元人民币/人），包括接送、市内交通、赛事纪念品及旅游项目。

十二、其他

（一）请各队自行购买赛事期间个人保险包括医疗保险。

（二）着装：

1. 开、闭幕式请着正装或国际公认的各国家（地区）民族服装。

2. 赛场请着正装或各队统一运动服。

十三、未尽事宜，另行通知。

十四、本规程解释权属世界象棋联合会。

Regulation of 19th World Xiangqi Championships

I.      Organizer: World Xiangqi Federation

II.      Host: Board and Card Games Administrative Center of General Administration of Sport of China, Chinese Xiangqi Association, Shanghai Sport Bureau

III.      Co-organizer: Shanghai Chess Institute, People's Government of Nanxiang Town, Jiading District, Shanghai

IV.      Date and Venue

The event will be held in Shanghai, China from Sep 22 to 27,2025. Registration and check in begins on Sep 20 and 21 and departure on Sep 28.

V.     Competition Events

a.      Men: Men's Team, Men's Individual

b.     Women: Women's Team, Women's Individual

VI.      Qualifications

a.      Each participating team approved by WXF may register 1 team leader, 1 coach, 2 male players, 2 female players, no limit to the number of non-Chinese, non-Vietnamese players. All players should apply to the regulation of WXF Credential Regulation

VII.      Competition Methods

a.      The World Xiangqi Rules will apply.

b.     Time control: 60 minutes base time +30 seconds increment per move. If a player's time expires, he or she loses the game.

c.      9 rounds of Swiss System for Men's Individual. The top 2 players after the 8th round will enter the final, while all other players will play the 9th round of Swiss System. The methods for the champion and runner-up finals will be detailed in the supplementary rules.

d.     The competition system and rounds of Women's Individual will be determined by the number of players.

VIII.      Ranking Determinations

a.      Team event: The results of Men’s Team and Women’s Team are calculated according to the individual rankings of the two players in the same team; the team with a lower sum of ranking points will be ranked higher; if they are the same, the tie breaker is the best individual ranking. Teams with less than 2 players will not be ranked.

b.     Individual event:

i.          If the men's group has equal points, it will be distinguished in the following order: the player with the highest opponent score; the winner of the direct match; the player with the most wins; the player with the

most wins playing black; the player who has more games playing black; the player who has higher Score of the Strongest Opponent; and the player who has fewer technical fouls. If still unable to distinguish, compare the results (rankings) of the previous round.

ii.          Women’s group, please refer to the supplementary rules.

IX.      Award Methods

a.      Men’s Individual: the top 8 are awarded.

b.     Men’s Team: the top 8 are awarded.

c.      Women’s Individual: the top 8 are awarded.

d.     Women’s Team: the top 6 are awarded.

e.      If the number of participating teams (players) is less than or equal to the awarded positions, the awarded ranking is N-l (N is the number of participants).

f.      Players can apply their title to WXF through their associations according to the latest "World Xiangqi Federation Technical Grade Standard".

X.      Registration

a.      All associations are required to submit (via email) the registration form stamped with the association seal, copies of IDs/passports, 2-inch color electronic photos of all team members (photo file name: name of member) and flight information to WXF Secretariat and the organizing committee by Aug 15, 2025.

XI.      Reception

a.      Each team shall bear their own expenses to cover travel, board and lodging.

b.     The Organizing Committee will cover accommodation (based on twin rooms) for up to 3 non-Chinese and non-Vietnamese players per team for 3 days

c.      Board and Lodging will be arranged at HYATT REGENCY SHANGHAI

JIADING. Accommodation and meals will be arranged from dinner on September 21 to breakfast on September 28. For early arrival or extended stay, the Organizing Committee can assist in hotel booking, but all the costs will be born by the teams.

d.     Costs:

o    Single room: USD 150/person/day (CNY 1,100/person/day);

o    Deluxe single room: USD 180/person/day (CNY 1,300/person/day)

o    Twin room: USD 100/person/day (CNY 700/person/day);

o    Deluxe twin room: USD 130/person/day (CNY 900/person/day)

o    Additional charge for a third person: USD 90/person/day (CNY 650/person/day)

Note: Room types are limited, and allocation will be based on actual registration.

o    Comprehensive service fee: USD 30/person (CNY 200/person), including pick-up, in-city travel, event souvenirs, and tourism activities.

XII.      Others

a.      Each team is required to purchase their own travel insurance (including medical insurance) during the event.

b.     Formal attire or recognized national/regional traditional costumes for the opening and closing ceremonies.

c.      Formal attire or unified team sportswear for the competition venue.

XIII.       Matters not covered in this regulation will be notified separately.

XIV.      The secretariat of WXF reserves the right to interpret this regulation.
