第三届中国杭州国际棋文化峰会论文征集公告

中国棋院杭州分院主办的“第三届中国杭州国际棋文化峰会”将于2015年10月在杭州举行。峰会将广邀国内外棋界的高层管理者、著名棋手、棋文化研究专家、棋类机构负责人和社会各界的有识之士，对棋文化研究进行一次广泛、深入和系统的探讨。 通过多维度的思维碰撞，迸发出高屋建瓴的真知灼见，进而丰富和梳理棋文化资源，大力促进棋文化的普及和发展。 峰会组委会拟将棋文化峰会的重要研究成果编辑成 《第三届杭州国际棋文化峰会论文集》。中国棋院杭州分院将对入围棋文化峰会大会发言的论文作品进行网上展示，并经翻译、整理和汇编，统一收入《钱塘棋会——中国国际棋文化博览会巡礼》。由中国棋院杭州分院资助的十大课题研究成果将作为《棋文化全书》的重要文献，收入研究文库，正式出版发行。为了使峰会论文集的内容更丰富，内涵更厚重，组委会决定集思广益——从即日起开展“第三届中国杭州国际棋文化峰会征文活动”，希望有识之士踊跃投稿，为棋文化研究添砖加瓦，建言献策。 一、课题设置 第三届中国杭州国际棋文化峰会评选活动的峰会论文围绕“棋文化研究”的以下课题展开： （一） “如何‘为实现中国梦，绘就棋文化工作者新篇章’”课题的研究 （二）棋文化全书规划纲要的制定 （三）棋类运动在中国文化发展中的地位作用的研究 （四）“棋琴书画”四艺的内在联系的研究 （五）中国和世界棋文化历史的研究 （六）棋类运动比赛规则和比赛赛制现代化的研究 （七）专业围棋棋手选拔、培养的内在规律以及体制机制的研究 （八）棋类运动的计算机化和互联网化研究 （九）棋类业余段级位赛的地位、作用以及体制机制创新的研究 （十）图书馆、博物馆在围棋发展中的地位、作用以及体制机制的创新问题 （十一）棋文化教育、棋文化产业化及其他棋文化领域课题 投稿者可以围绕上述课题来撰写论文，也可以独辟蹊径或拓展到棋文化理论的其他方面去撰写。 二、稿件要求  　　（一） 稿件可以是公开发表或未公开发表的论文、研究报告、著作、译作等作品，其中译作必须经原作者本人书面同意后方可参加征集。 　　（二）每篇论文限在两万字数内。格式不限，繁简体不限，语言不限。 三、投稿方式 （一）回执（见附件）请于2015年4月1日前传真至86-571-28057320或邮寄至 中国棋院杭州分院（中国浙江省杭州市钱潮路2号 天元大厦 420  峰会筹备组）； （二）或用PDF、JPG、WORD格式文件电邮至gjqwhfh@126.com； （三）联系人：张远博  电话： 86-571-28176127， 86-13486195060 　　四、 征集时间 　　请于2015年4月30日前将论文选题概要发送至峰会邮箱，2015年8月1日前将论文正文发送至峰会邮箱。 　　五、评审流程     （一）初评。棋文化峰会组织委员会办公室下设论文征集评选小组，该小组负责对提交论文的初步筛选，并根据评选标准，结合专家意见，产生30篇峰会入围论文。 （二）集中评审。在30篇峰会入围论文中，酌情选择15-20名作者进行大会发言，向峰会嘉宾介绍研究成果。全体嘉宾和评审委员会委员按4:6的权重比例进行投票，产生6篇优秀论文，6篇优秀入围论文。 （三）复核审定。组委会办公室对会议评审结果进行复核，报棋文化峰会专家评审委员会审定。 六、评选标准 （一）科学性。应征作品能运用系统科学的理论，科学系统地研究棋文化，理论依据、研究方法应具有较高的科学性。 （二）创新性。应征作品能提出独到的见解与观点，注重理论创新与实践创新，观点鲜明、思路清晰、论述精辟，具有较高的创新性。 （三）前瞻性。应征作品能在一定范围内对相关领域的研究产生引领作用，填补相关研究的空白，具有一定的前瞻性。 （四）实践性。应征作品能立足中国国情，针对中国棋文化发展的特征，坚持理论设计的科学性与实施的有效性相结合，具有较高的实践价值。 七、奖励办法   　　（一）、稿件被通过并编入《第三届杭州国际棋文化峰会论文集》的作者将获得论文集一本。 （二）、投稿被通过并编入《钱塘棋会——中国国际棋文化博览会巡礼》的作者将获得西冷印社出版社出版的《钱塘棋会——中国国际棋文化博览会巡礼》一本，同时获得相应稿费。 （三）优秀论文奖六名，实发奖金5000元/名，优秀论文入围奖六名，实发奖金2000元/名。 八、投稿须知   　　（一）投稿时请在棋文化峰会论文征集回执上填写真实姓名、住址、电话、e-mail及简历。  　　（二）未按征文规定投稿者，不能够参评。   　　（三）应征论文一律不退稿，请自行备份。   　　（四）若有抄袭、模仿、改编或顶用他人名义之应征者，组委会作取消其参评资格，已经获奖的，追回其获奖证书和奖金。构成侵权的，须承担相应的法律责任。 　　（五）论文著作权归作者所有，但主办单位保有以任何形式推广（如出版、数字化）、转载授权之权利，不另支酬，原作者不得异议。   　　（八）投稿者请详阅投稿须知，一经投稿，均表示同意相关要求。 　　中国棋院杭州分院  　　2015年3月

the 3^rd China, Hangzhou International Qi Culture Conference

‘China, Hangzhou International Qi (Go, Chess, Chinese Chess) Culture Conference’ sponsored by Hangzhou Branch of China Qi-Yuan (Qi department) will be held in October 2015 in Hangzhou. This conference will invite Qi senior managers, famous Qi players, specialists of Qi culture, principals of Qi organizations and people of insight from all walks of life. They will discuss Qi culture deeply and extensively to enrich Qi culture resources and promote the development of Qi culture.

The conference committee will collate the important research achievements of this conference and incorporate them into the proceedings. For shortlisted papers, Qi-Yuan will invite the authors to do presentations and then edit and publish those papers in the special book Qiantang Qi conference----China International Qi Culture Exposition to advertise Qi culture. The research achievements of ten topics sponsored by Hangzhou Branch of China Qi-Yuan will be included in a Qi Culture Encyclopedia. In order to make the content and connotation of the procedings more abundant and deep, the committee has decided to draw on the wisdom of the masses----namely to call for papers of ‘the 3^rd China, Hangzhou International Qi Culture Conference’. We hope people of insight will submit papers to make a contribution to Qi culture.

1. Topics

Papers for ‘the 3^rd China, Hangzhou International Qi Culture Conference’ will develop  the following topics:

1. The research of ‘how to realize Chinese dream and bring together the work of Qi practitioners in a scholarly form’
2. The formulation of a Qi Culture Encyclopedia
3. The research of the status and function of Qi sport in the development of Chinese Culture
4. The research of inner connection of Four Arts, namely lyre-playing, Qi, calligraphy and painting
5. The research of China and World Qi Culture history
6. The research of the modernization of Qi tournament principles and system.
7. The research of the internal discipline and Institutional mechanisms of selecting and cultivating professional Qi players.
8. The research of computerization and internet-enabled Qi sport.
9. The research of the innovation of the status, function and Institutional mechanisms of Qi amateur ranking tournaments.
10. The innovative issue of the status, function and Institutional mechanisms of library and museum on Qi development.
11.  Qi culture education, Qi culture industrialization and other culture related projects.

Contributors can submit essays on these 11 topics. They can also develop a new style or expand on other aspects of Qi culture theory.

     2. Manuscript Requirements

1. Manuscript can be published or unpublished essays, research reports, works, translated works or other related works, of which translated works should be agreed by original author first.
2. Word limit is 20,000 words. There are no requirements for format and language.

      3.Methods of submission

        4.Collection Periods

The conference committee must have the proposal by Apr. 30th, 2015 and the full paper  by Aug. 1st, 2015.

        5.Assessment Procedure

1. Preliminary assessment. Under the conference committee, there is a ‘Paper Selection Group’. This group is responsible for the preliminary screening of submitted papers. After reviewing papers under certain criteria and combining the advice of professionals, they will select 30 shortlisted papers as for attending the conference.
2. Centralized assessment. Among the 30 shortlisted papers, 15-20 papers will be chosen and the authors need to do presentation to introduce the research achievements on the conference. After the presentation all guests and assessment committee members vote for the final 6 ‘Excellent Papers’ and 6 ‘Excellent Shortlisted Papers’.
3. Reexamination. Committee Office will reexamine the assessment result of the conference.

         6.Assessment Criteria

1. Scientificity. Submitted Papers can use systematic and scientific theory to have research on Qi culture. The theoretical foundation and research methods should be with high scientificity.
2. Innovativeness. Submitted papers can propose original opinion, innovative theory and practice with clear thought and incisive analysis.
3. Perspectiveness. Submitted papers can put forward the research of related regions, fill the unknown research area.
4. Practicalness. Submitted papers can keep a foothold on the present practical situation of Qi culture development and combine theory and practice together efficiently.

          7.Incentives

1. Those whose papers are adopted in the conference proceedings will gain a free proceeding.
2. Those whose papers are adopted in the special book Qiantang Qi conference----China International Qi Culture Exposition will gain this special book and at the same time gain relevant contribution fee.
3. Those who get the prize of ‘Excellent Papers’ will gain 5,000 RMB per person; Those who get the prize of ‘Excellent Shortlisted Papers’ will gain 2,000 RMB per person.

           8.Notices to Authors

1. Please fill the real name, address, telephone number, e-mail and CV on the attached form carefully.
2. Those who do not submit papers according to regulations cannot enter the assessment procedure.
3. Once a paper is submitted, it will not be sent back. So please do backup before sending the paper.
4. The behavior of Plagiarism, Imitation, Rifacimento or using others’ name to submit papers are strictly forbidden. On discovery, the conference committee will cancel the paper's eligibility. For those who have already received prizes, the prize will be recovered. Those suspected of Copyright Infringement, they have to assume  legal liability.
5. The copyright will belong to the authors, but the conference sponsor has the right to promote and reprint papers in any form without paying extra to the original authors.
6. Contributors should read the Notices carefully. Submission of proposals signals acceptance of the these conditions.

第三届中国杭州国际棋文化峰会论文征集补充公告

为进一步激发棋类工作者参与棋文化研究的积极性，提高棋文化峰会征集论文的研究水平和质量，经研究决定，对参与棋文化研究课题招标的课题组或个人给予一定的经费支持。现对“第三届中国杭州国际棋文化峰会论文征集公告”作如下补充说明：

第一条 资助对象

凡在5月31日前申报2015年棋文化研究“10+X”招标课题的课题组或个人，经分院组织的专家组审定通过后，可获得中国棋院杭州分院提供的棋文化研究经费支持。

第二条 经费项目

确定中标的课题组或个人可获得审定层级的棋文化研究课题经费资助，其研究论文还可以参加第三届中国国际棋文化峰会优秀论文评选活动。优秀论文奖励的覆盖面约为全部峰会论文的20%～25%。

第三条 课题资助

1.资助层级

根据课题难易程度及工作量，分重大课题、重点课题、一般课题三个层级。其中：

重大课题可获得壹万元（￥10000元）经费支持；

重点课题可获得陆仟元（￥6000元）经费支持；

一般课题可获得叁仟元（￥3000元）经费支持。

2.课题管理

（1）资助课题以收到课题立项通知书为准；

（2）获得资助的课题组至少要有1篇论文提交给第三届中国杭州国际棋文化峰会。

第四条 优秀论文奖励

经全体嘉宾和评审委员会按4：6权重比例投票，在全部峰会论文中产生若干3个等次的优秀论文和若干优秀入围论文。其中：

一等奖论文可获得叁万元（￥30000元）奖励；

二等奖论文可获得贰万元（￥20000元）奖励；

三等奖论文可获得壹万元（￥10000元）奖励；

优秀入围奖可获得壹仟元（￥1000元）奖励。

第五条  经费管理

上述经费额度均为税后实发金额。资助经费只能用于棋文化课题研究，包括会议费、文献资料费等。

第六条  本办法自2015年6月发布之日起实施。

第七条  本办法解释权归中国棋院杭州分院。
