第八届中国南宁—东盟象棋国际邀请赛竞赛规程

 

一、指导单位：中国象棋协会

二、主办单位：南宁市体育局、南宁市体育总会

三、承办单位：南宁市体育管理培训中心、南宁市象棋协会

四、比赛时间：2016年10月16日至19日

五、比赛地点：中国广西南宁邕江宾馆

六、竞赛项目：

（一）国际组：个人赛

（二）公开组：个人赛

七、参赛资格：

（一）国际组：仅限港澳台地区、其它境外国家棋手和特邀请的东盟10国棋手参赛。

（二）公开组：凡16周岁以上者、身体健康（65周岁以上须持县级以上医院健康检查证明）适合该项运动、有合法身份证明（身份证）的国内象棋爱好者均可报名参赛。非大陆棋手可参加公开组的比赛。

（三）每名棋手只能参加1个组别的比赛。

    八、竞赛办法：

（一）国际组：

1、采用《亚洲象棋比赛规例》。

2、采用积分编排赛制，共赛7轮。

3、比赛用时：每局棋每方基本用时50分钟，每走一步加20秒，记谱。

（二）公开组：

1、采用中国象棋协会审定的最新《象棋竞赛规则》。

2、比赛分预选赛和决赛两个阶段进行，预选赛阶段采用积分编排制，共赛九轮、排出所有名次，前8名进入决赛，决赛阶段采用淘汰赛制，直至决出冠军。

3、预选赛比赛用时：每局棋每方基本用时30分钟，每走一步加10秒。

4、决赛比赛用时：每局棋每方基本用时40分钟，每走一步加20秒，记谱。

    九、奖励办法：

（一）国际组：奖励前八名，奖金（人民币，税后）分配为：第一名15000元；第二名10000元；第三名8000元；第四名5000元；第五名、第六名各2000元；第七名、第八名各1000元。

（二）公开组：奖励前二十二名，奖金（人民币，税后）分配为：第一名25000元、第二名12000元、第三名10000元、第四名6000元、第五名5000元、第六名4000元、第七名3000元、第八名2500元、第九名2000元、第十名1500元、第十一名1200元、第十二名1000元、第十三名900元、第十四名800元、第十五名750元、第十六名700元、第十七名650元、第十八名600元、第十九至二十二名各500元。

（三）获比赛前六名的棋手奖励牌匾1块。

（四）获比赛七至二十二名的棋手各奖励证书1本。

（五）国际组报名不足10人将并入公开组比赛

十、报名：

（一）报名参加比赛的棋手应身体健康。

（二）报名办法：

1、公开组：报名时需提交姓名、身份证号、联系电话，并缴纳赛事服务费用人民币：100元/人，凡是国家女子大师参赛每人补助500元（限10个名额），公开组参赛名额为120名，报满为止。以缴纳比赛赛事服务费完毕的报名确认为有效报名。参赛选手在比赛期间请自行购买人身意外伤害保险。报名联系方式如下：

（三）所有参赛棋手应于2016年10月10日前报名，逾期无效。

十一、报到：

请参赛棋手于2016年10月15日19:00前携带有效身份证件到中国广西南宁邕江宾馆服务总台报到，逾期未报到者，不安排比赛。

十二、经费：

（一）组委会只负责特邀国家的1名棋手在比赛期间的食宿和交通费用，超编和其他境外参赛棋手费用自理。

（二）公开组报名棋手一切费用自理。

（三）接待：国际组由组委会在比赛前后、在南宁机场或火车站安排免费班车接站、送站。请需要接、送的棋手提前两天告知组委会。提前或逾期抵达者费用自理。

（四）酒店参考费用如下：

1、五星级酒店：270元/晚（标间、含早餐）

2、普通酒店：180元－230元/晚

3、商务酒店：120元－180元/晚

十三、日程安排：

10月15日19:00前报到，20:00 -21:00技术会议。

10月17日21:30公开组预选赛结束（公开组未进入前八的运动员领奖、离会）。

10月19日18:30颁奖晚宴，国际组棋手和公开组前八名的运动员参加。

10月20日 离会

Regulation of the 8^th China(Nanning)-ASEAN

Xiangqi International Invitational Tournament

 

1. Guided by: Chinese Xiangqi Association

2. Hosted by: Nanning Sports Bureau, Nanning Sports Federation

3. Organized by: Nanning Sports Administration and Training Center, Nanning Xiangqi Association

4. Time:  October 16^th –19^th, 2016

5. Location: Yongjiang Hotel, Nanning, Guangxi, P.R.China

6. Event:

1) International Group: Individual Event

2) Open Group: Individual Event

7. Qualification:

1) International Group: The participating players only come from Hong Kong SAR, Macao SAR, Chinese Taipei, other overseas countries and the invited 10 ASEAN countries.

2) Open Group: All Chinese mainland Xiangqi enthusiasts that are over the age of 16 years, physical health (over the age of 65 years should have the health examination certificate of the county level’s hospital) for this tournament and have the legal identity certificate (ID) can participate in. Non Chinese mainland players can participate in the Open Group Event.

 3) One player can only participate in one group event.

8. Competition Rules:

1) International Group

a. The events comply with Asian Chinese Chess Rules.

b. The event will be ranked according to their accumulative scores of all 7 rounds of contest.

c. Match Time: there is a basic time of 50 minutes for each player in every inning, and 20 seconds will be given back for each step and recorded.

2) Open Group

a. The events comply with the latest Chinese Chess Rules by China Xiangqi Association.

b. The event has two stages: Preliminary and Final. For the Preliminary, all of participants will be ranked according to their accumulative scores. There have 9 rounds and rank from the highest score to the lowest. The top 8 go into the Final. The Final will eliminate players until decide the championship.

c. Match Time of Preliminary: there is a basic time of 30 minutes for each player in every inning, and 10 seconds will be given back for each step.

d. Match Time of Final: there is a basic time of 40 minutes for each player in every inning, and 20 seconds will be given back for each step and recorded.

9. Ranking and Awards:

1) International Group: the top 8 of individual event will be awarded. The Organization awards(RMB, After-tax): 15000 RMB for the 1^st place, 10000 RMB for the 2^nd place, 8000 RMB for the 3^rd place, 5000 RMB for the 4^th place, 2000 RMB for the 5^th place and the 6^th place respectively, 1000 RMB for the 7^th place and the 8^th place respectively.

2) Open Group: the top 22 of individual event will be awarded. The Organization awards(RMB, After-tax): 25000 RMB for the 1^st place, 12000 RMB for the 2^nd place, 10000 RMB for the 3^rd place, 6000 RMB for the 4^th place, 5000 RMB for the 5^th place. 4000 RMB for the 6^th place, 3000 RMB for the 7^th place, 2500 RMB for the 8^th place, 2000 RMB for the 9^th place, 1500 RMB for the 10^th place, 1200 RMB for the 11^th place, 1000 RMB for the 12^th place, 900 RMB for the 13^th place, 800 RMB for the 14^th place, 750 RMB for the 15^th place, 700 RMB for the 16^th place, 650 RMB for the 17^th place, 600 RMB for the 18^th place, and 500 RMB for the 19^th place to 22^nd place.

3) The top 6 winners will be awarded plaques.

4) The ranking from 7 to 22 winners will be awarded certificates.

5) International Group will be incorporated into the Open Group if the registration less than 10 players.

10. Entry:

1) The players who take part in the event should be in good health.

2) Registration:

a. Open Group: the name, ID number and telephone number should be required to submit when you entry and the event service fee of 100 RMB per person is supposed to be paid at the same time. Every National Woman Master participating will obtain allowance of 500 RMB per person (10 persons limit). The total of participants is limited to 120. The entering shall be deemed to be successful if the fee is received by the deadline. The participants have to buy Accident Insurance (including during the tournament and commuting), and show the insurance policy upon registration. The following registration contact:

3) The entering shall be deemed to be void if the player does not entry by October 10^th, 2016.

11. Registration:

Please arrive at Yongjiang Hotel (Nanning, Guangxi, China) service desk with the valid ID card before 19:00 on October 15^th, 2016. The overdue player will not be arranged event.

12. Expenses:

1) The expenses of food, accommodation and local transportation of one player from invited country will be covered by the Organizing Committee. The expenses of supernumerary players and other overseas players shall be borne by themselves.

2) All expenses of Open Group players shall be borne by themselves. 

3) Reception: For International Group, the Organizing Committee before and after the tournament will arrange free shuttle buses to pick up and send off at the Nanning airport or railway

 station. The players who need this service please inform the Organizing Committee 2 days in advance. In advance or late arrivals’ transportation expenses shall be borne by themselves.

4) Reference prices of the hotels:

a. Five-star hotels: 270 RMB per night(standard room with breakfast)

b. Common hotels: 180-230 RMB per night

c. Business Hotel: 120-180 RMB per night

13. Arrangement:

October 15^th   before 19:00 Check in    20:00-21:00 Technical Meeting

October 17^th   21:30 the end of Preliminary of Open Group ( Awards and departure for Open Group players who did not enter the top eight ).

October 19^th  Awards banquet, all players of International Group and the top 8 winners of Open Group can participate in.

October 20^th   Departure

14. Please pay attention to the announcement of the Organizing Committee to catch related rules.

15. Players please attend the activities with the formal clothes.

16. All rights to the Regulations are reserved by the Organizing Committee, and matters uncovered in the Regulations will be further notified in due course.
