标题：第八届“淮阴·韩信杯”象棋国际名人赛竞赛规程（11月11日-15日）

第八届“淮阴·韩信杯”象棋国际名人赛竞赛规程 

一、主办单位：中国象棋协会、江苏省体育局
　　承办单位：淮安市淮阴区人民政府、淮安市人民政府外事侨务办公室、淮安市体育局
　　协办单位：江苏棋院、澳大利亚中华情联谊总会、悉尼紫薇孔子课堂
二、竞赛日期和地点：2016年11月11日至15日在澳大利亚悉尼市举行，具体地点报名后另行通知。
三、参赛资格：
（一）2015年世界象棋锦标赛男子个人前八名，非华越裔组前三名；
（二）江苏棋院推荐棋手一人；
（三）上述人员如有不参赛者，由中国象棋协会根据最新公布等级分次序推荐参赛选手；
四、竞赛办法:
（一）执行亚洲《象棋比赛规例》。
（二）第一阶段采用分组单循环制；第二阶段小组赛同名次者进行比赛，抽签决定先后走。
（三）用时、积分、名次区分等办法另行通知。
五、比赛经费:
（一）奖励办法（奖金:人民币税前）：冠军12万元 、亚军6万元、第三名4万元、第四名2万元、第五名1.5万元、第六名1.2万元、第七至十二名各1万元。
（二）交通：亚洲以外棋手每人补贴旅费1万元人民币，亚洲棋手旅费依照经济舱标准实报实销。
（三）食宿：大会负担参赛棋手比赛期间食宿。
（四）超编人员一切费用自理。
六、报名和报到:
（一）请棋手9月30日前将报名单（加盖协会章）传真至中国象棋协会，电话：0086-10-87559137，传真0086-10-67115732,或发送扫描件至zgxqxh@163.com，  联系人：陈环宇。逾期报名视为弃权。
（二）报名时提供棋手中英文姓名、微信号、棋手电子证件照和棋手个人主要成绩中英文介绍，不超过100字。

（四）请参赛棋手于11月11日至12日12时期间到比赛地点报到。
七、其他:
（一）参赛棋手应根据组委会安排出席由组委会组织的公益活动。

（三）未尽事宜，另行通知。
八、本规程解释权属中国象棋协会。

Competition Regulation

I.  Host: 
　　　Chinese Xiangqi Association (CXA),  Jiangsu Provincial Sports Bureau
　　Organizer: 
　　　People’s Government of Huaiyin District of Huai’an City
　　　Foreign and Overseas Chinese Office of People’s Government of Huai’an City
　　　Sports Bureau of Jiangsu Huai’an City 
　　Co-Organizer: 
　　　Jiangsu Chess Academy
　　　Australian (Our Chinese Heart) Association
　　　Confucius Classroom at Sydney Jacaranda College

II.  Competition Date and Venue:

　　Sydney, Australia, 11-15 November 2016

III.  Qualification:

　　Place 1-8 of the 14th World Xiangqi Championship and the Place 1-3 of the Non-Chinese-Non-Vietnamese Group. 
　　1 invited player from Jiangsu Chess Academy 
　　In case of overlapping or absence of the player, it can be substituted by the best ranking player from Chinese Xiangqi Association (CXA) with ranking list newly published.

IV. Competition method

　　The Asian Xiangqi Competition Rules will be adopted
　　The 12 players will be divided into 2 groups in the first phase and the Single Robin System will be adopted. In the second phase the players with same ranking in group A and B will play each other, for example, A1-B1, A2-B2, etc. The red or black will be decided by drawing.
Competition timing, scoring and ranking will be decided later.

V. Prize Money and Budget

　　1.  Prize money (before tax): 
　　Place 1: RMB 120,000 Yuan, Place 2: RMB 60,000 Yuan, Place 3: RMB 40,000 Yuan, Place 4: RMB 20,000 Yuan, Place 5: RMB 15,000 Yuan, Place 6: RMB 12,000 Yuan, Place 7-12: RMB 10,000 Yuan
　　2.  Transportation allowance:
　　For players outside Asia countries RMB 10,000 Yuan will be subsidized. 
　　For players from Asian countries the out-of-pocket transportation expenses (flight economy class) will be reimbursed. 
Accommodation
　　All the expenses of the local accommodation and meal of the players will be covered by the organizing committee
Each team shall bear all its own cost including traveling and local accommodation for all the extra staff.

VI.  Registration

　　All players shall fill out the entry form sealed with the stamp of the association and send to Chinese Xiangqi Association (CXA) before September 30, 2016.

　　Late registration will be invalid and regarded as give-up.
　　Electronic photo and profile of the player shall be provided together with the entry form with Chinese and English name. The profile shall describe the major achievement of the player with no more than 100 words in Chinese and English.
　　The players shall arrive in the tournament venue in Sydney from November 11 to 12:00 O’clock of November 12.
　　The flight information and arrival time shall be informed to the Organizing Committee before October 31.

VII. Public Interest Activities

　　All the players are mandatory to participate in the public interest activities according to the request of the organizing committee.
Participants are requested to wear formal dress to attend the opening and closing ceremonies, competition as well as the public interest activities.
　　Any other issues not mentioned will be informed later.

VIII. The interpretation right of this Regulation belongs to the Chinese Xiangqi Association (CXA).
